Requires sellers to provide written disclosure about whether a property currently has water service before a purchaser signs an executory contract (contract for deed) for lots of 5 acres or less

Applies only to counties that contain a municipality with population over 500,000 and are adjacent to an international border (effectively targeting border counties like El Paso, Hidalgo, and Webb)

Disclosure statement must be printed in both English and Spanish, using 14-point bold-face type or 14-point capital letters

If seller fails to provide the required water service disclosure, purchaser may terminate the contract for any reason within 7 days of receiving the notice or before the property transfer date, whichever is earlier

Effective date: September 1, 2025
