Requires voter registration applicants to submit proof of U.S. citizenship, including a U.S. passport, certified birth certificate, naturalization papers, USCIS identification, or consular report of birth abroad

Allows registrars to verify citizenship through multiple databases (DPS, Social Security Administration, USCIS SAVE program, vital records systems) if applicants don't submit documentation directly

Creates a "limited federal ballot" system where voters whose citizenship cannot be verified may only vote in U.S. Senate and House races until they provide proof of citizenship

Establishes state jail felony offenses for: non-citizens who knowingly register to vote, registrars who knowingly fail to reject ineligible applications, and registrars who register non-citizens without proper verification

Requires the Secretary of State to provide citizenship information to registrars by December 1, 2025, for all voters registered before September 1, 2025, who have not provided proof of citizenship, and mandates the Attorney General report findings to state leadership by March 31, 2026
