Toll projects must become part of the state highway system and be maintained without tolls once all acquisition and construction costs are paid and all bonds plus interest have been fully paid or sufficient funds set aside in a trust for bondholders

Toll project entities are prohibited from amending financing or other agreements in ways that would extend the date when a toll project would transition to the toll-free state highway system

Toll cessation dates may be extended by 5 years if approved by a majority vote in an election held within the toll project entity's territory or, for state department projects, in each county where the project is located

Subsequent 5-year toll extensions require additional voter approval through the same election process, with ballots stating "The continuation of tolls for a period of five years for (toll project)"

The Texas Department of Transportation must notify county commissioners courts at least 9 months before a toll cessation date if seeking an extension, and counties must then hold the requested election
