Requires toll project entities to construct at least one adjacent nontolled frontage road lane for each direction of travel when building a toll project along the route of a previously nontolled highway

Assigns maintenance responsibility for the nontolled frontage roads to the entity that previously had authority over the original nontolled highway

Exempts certain projects covered under Section 228.201 of the Transportation Code from this requirement

Applies only to toll projects with contracts for financing, construction, or operation entered into on or after September 1, 2025

Existing toll projects with contracts entered before the effective date remain governed by prior law
