Requires the Texas Department of Criminal Justice (TDCJ) to conduct a quality assurance audit of its correctional health care system by an independent third-party auditor at least once every five years

Audit must assess TDCJ's delivery of medical, behavioral, and mental health care services, as well as compliance with state and federal laws governing inmate health care

Audit must evaluate vendor performance for health care services and measure conformity with industry best practices and national correctional health care standards, plus provide specific recommendations to address deficiencies

TDCJ must publish the audit report on its public website, and the board must hold a public meeting to consider the findings, with option to have the auditor present results

First audit must be completed by December 1, 2026; the act takes effect immediately with two-thirds vote or September 1, 2025 otherwise
