Repeals Section 86.0015 of the Election Code, which allowed voters 65 years or older or with disabilities to submit a single annual application to receive mail-in ballots for all elections in a calendar year

Removes the offense for a witness signing annual mail ballot applications for more than one applicant in the same calendar year, since annual applications are being eliminated

Eliminates the space on official mail ballot application forms for indicating an application under the annual ballot program (Section 86.0015)

Limits cancellation of mail ballot applications to apply only to subsequent runoff elections, rather than to subsequent elections covered under the former annual application provision

Applies to mail ballot applications submitted on or after January 1, 2026, with the effective date of January 1, 2026
