Replaces Texas's criterion-referenced (STAAR) assessments with nationally norm-referenced tests for grades 3-8 in reading, mathematics, and science, eliminating the 8th grade social studies assessment

Eliminates end-of-course exams (Algebra I, Biology, English I, English II, U.S. History) for high school, replacing them with Texas Success Initiative (TSI) assessments or nationally norm-referenced tests like SAT or ACT to meet minimum federal requirements

Changes high school graduation requirements from passing end-of-course exams to demonstrating College, Career, or Military Readiness, with expanded military readiness criteria including ASVAB scores and JROTC completion

Freezes accountability scoring methodology using 2022 Accountability Manual standards through the 2024-2025 school year, and requires the commissioner to adopt new indicators and standards before the school year begins rather than during it

Adds new accountability indicators for grades 3-8 including extracurricular/cocurricular success, middle school career and technology education completion, and accelerated mathematics, limiting traditional test-based indicators to 80% of campus scores beginning 2027-2028
