Amends the mileage exemption for motor vehicle emissions tests on resale, allowing vehicles with less than 50,000 miles OR a higher mileage threshold established by commission rule to be exempt from testing requirements

Requires the commission to conduct a study by February 1 of each even-numbered year on the impact of increasing the mileage exemption for emissions tests

Mandates the commission publish study results on the department's website within 180 days of commencing the study

Requires the commission to adopt rules increasing the mileage exemption to the next nearest 5,000 miles if the study finds it would not adversely impact the state's air quality state implementation plan

Takes effect September 1, 2025
