Requires the Texas child health plan (CHIP) to provide coverage for prescription contraceptive drugs, supplies, and devices approved by the FDA

Prohibits the child health plan from covering abortifacients or any drug or device that terminates a pregnancy

For enrolled children under 18 years of age, contraceptive coverage requires written consent from a parent, guardian, managing conservator, or other authorized adult before prescribing or dispensing

Allows minors to consent for themselves only if authorized under existing Family Code provisions (Section 32.003)

Takes effect immediately with a two-thirds legislative vote, otherwise September 1, 2025; implementation may be delayed if federal waiver or authorization is required
