Establishes the Historic Texas Freedmen's Cemetery Designation Program under the Texas Historical Commission to identify and publicize cemeteries containing graves of freed slaves

Requires cemeteries to contain at least one grave of a freed slave to be eligible for designation, with applications open to any person

Mandates the commission notify property owners of the cemetery land and adjacent properties, as well as any applicable cemetery organization, when an application is received

Authorizes an application fee of up to $25 and provides for a purchasable medallion to identify designated cemeteries

Requires the Texas Historical Commission to adopt rules for the program by June 1, 2026, with the act taking effect September 1, 2025
