Increases the bilingual education funding multiplier for emergent bilingual students from 0.1 to 0.15 of the basic allotment, and from 0.15 to 0.25 for students in dual language immersion programs

Raises the minimum percentage of bilingual education funds that must be used directly for bilingual or special language programs from 55% to 60%

Expands allowable uses of bilingual education funds to include bilingual educator training, recruitment and retention incentives for bilingual educators, and salaries for educational aides serving emergent bilingual students

Restricts salary supplements to bilingual-certified teachers only and explicitly excludes base salaries from supplemental staff expenses

Takes effect September 1, 2025
