Extends Interstate Compact on Educational Opportunity for Military Children protections to children of veterans who retire and return to their home of record on military orders, and children of service members who die on active duty, for four years following retirement or death

Defines "uniformed services" to include Army, Navy, Air Force, Space Force, Marine Corps, National Guard, Reserve, Coast Guard, NOAA Commissioned Corps, and U.S. Public Health Service Commissioned Corps

Requires school districts and open-enrollment charter schools to post an easily accessible "MIC3" link on their website homepage with information about the compact and additional protections

Adds a classroom teacher who is or was employed at a Department of Defense Education Activity school to the State Advisory Council membership

Applies beginning with the 2025-2026 school year, with immediate effect if passed by two-thirds vote or September 1, 2025 otherwise
