Authorizes the Health and Human Services Commission to develop a deceased paupers grant program to award grants to counties for costs associated with disposing of deceased paupers' bodies

Grants may be used by counties to pay disposition costs and to administer body disposition activities

Creates a dedicated deceased paupers grant account in the general revenue fund, funded through legislative appropriations, gifts, grants, donations, and interest earned on investments

Account funds may only be used to award grants and administer the grant program

Requires the executive commissioner to adopt administrative rules if the program is developed; effective date is September 1, 2025
