Authorizes municipalities and independent school districts to adopt preferential voting (ranked-choice voting) for nonpartisan officer elections by majority vote of the governing body

Requires voters to rank candidates numerically from most to least favored; if no candidate receives a majority of first-choice votes, the candidate with the fewest votes is eliminated and those votes are redistributed to voters' next-ranked choices

Elimination rounds continue until one candidate achieves a majority of votes

Eliminates primary elections and runoff elections for offices using the preferential voting system

Takes effect September 1, 2025, with the Secretary of State responsible for prescribing voting procedures and ballot filing deadlines
