Adds "residential" to the list of alternative uses the General Land Office must analyze when reviewing state-owned real property, alongside commercial and agricultural lease potential

Requires the General Land Office to solicit a basic assessment from the Texas Department of Housing and Community Affairs (TDHCA) on whether state property is suitable for affordable housing development or lease

TDHCA must submit its affordable housing assessment within 60 days of receiving a solicitation from the General Land Office

Removes the previous requirement for TDHCA to receive notification after the Land Commissioner makes a real estate transaction recommendation to the governor, shifting their involvement to earlier in the review process

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025
