Removes "advocacy groups" from the list of entities the Texas Juvenile Justice Department must consult when developing its regionalization plan

Changes department policy from mandatory ("shall") to discretionary ("may") regarding allowing advocacy and support groups to provide on-site services to confined children, now requiring a finding that involvement is in the child's best interest

Removes the prohibition preventing security and privacy procedures from being designed to deny advocacy groups access to confined children

Requires the department to deny facility admission to any advocacy or support group that has filed a federal complaint or lawsuit against the department while such action is pending

Preserves attorneys' rights to meet with clients or potential clients who have inquired about their services, and maintains access for groups when required by federal law
