Extends the waiting period for entities with eminent domain authority to make a final offer when that offer is lower than the initial offer, requiring 60 days after the initial written offer instead of 30 days

Maintains the existing 30-day waiting period between initial and final offers when the final offer is equal to or higher than the initial offer

Requires the initial written offer to property owners to include a landowner's bill of rights statement, disclosure about remainder damages or appraisal, a conveyance instrument, and contact information for an entity representative

Mandates that entities obtain a certified appraisal before making a final offer and that the final offer must equal or exceed the appraised value

Applies only to property acquisitions where the initial offer is made on or after September 1, 2025
