Accelerates the Texas Education Agency's sunset review date from September 1, 2029 to September 1, 2027, requiring the Sunset Advisory Commission and State Auditor's Office to evaluate agency efficiency, including review of all contracts $100,000 or more since 2016

Prohibits TEA from setting aside funds that could go directly to public schools, enlarging its scope, or increasing full-time employees beyond levels authorized by the 88th Legislature

Establishes state funding priorities for non-obligated education funds: competitive teacher pay at or above national average, increased school safety allotments, and sufficient special education funding

Requires TEA to identify any Foundation School Program general revenue surplus and request authority to redirect it back to schools; if not redirected to schools or property tax relief, taxpayers must be notified on their tax bills

Mandates a zero-based agency operations budget every ten years (starting fiscal year 2026) with justifications for each activity, cost analysis, and recommendations on whether to continue funding each function
