Expands authority to authorize employee payroll deductions at public universities by adding chancellors of university systems and presidents of institutions of higher education to those who can approve such deductions (previously only governing boards had this authority)

Payroll deductions may be authorized for any purpose that serves a public purpose and benefits employees, as determined by the governing board, chancellor, or president

Governing boards retain exclusive authority to adopt policies and procedures governing payroll deductions under this section

Clarifies that payroll deductions authorized under this section are in addition to deductions authorized by other laws

Takes effect immediately if passed by two-thirds vote of both legislative chambers; otherwise takes effect September 1, 2025
