Lowers the minimum in-state spending threshold for production companies to qualify for grants from $250,000 (for films/TV) to a uniform $100,000 for all moving image projects

Increases the Texas resident requirement for production crew, actors, and extras from 55% to 70% of the workforce, unless the office certifies insufficient qualified local personnel are available

Sets a maximum grant amount of 30% of a production company's eligible in-state spending, replacing the previous system where limits were established by office rule

Allows junior colleges and nonprofit organizations that contract with the office to create workforce training programs to accept legislative appropriations and gifts, grants, or donations from any source

Takes effect September 1, 2025
