Creates new paid leave category for federal military deployments supporting contingency, humanitarian, disaster, or emergency operations, including pre-deployment and post-deployment time

Establishes paid leave for initial military enlistment, officer basic training, career field training, and professional military education, including earned military leave following training

Increases the maximum carryover balance of unused military leave for state officers and employees from 45 to 90 workdays between fiscal years
