Establishes an advisory committee on preventable deaths in county jails with up to 11 members, including a family member of someone who died in custody, a jail conditions expert unaffiliated with law enforcement, a criminal defense attorney, a medical examiner, and two public representatives

Requires the advisory committee to meet monthly, review death-in-custody reports and evidence after investigations conclude, identify preventable deaths, and make recommendations on rules, policies, and training to reduce such deaths

Mandates the Commission on Jail Standards publish an annual report on county jail safety, security, and compliance issues, including summaries of each jail death and detailed descriptions of those identified as preventable

Requires the annual report to include statistical data on jail deaths disaggregated by cause, county, inmate demographics, mental health status, preventability determination, use of force, and jail compliance history, compared against the preceding five years

Includes requirements for reporting staff turnover and vacancy rates, complaints about jails, lists of noncompliant facilities, and jails granted variances from commission rules, with advisory committee members to be appointed by October 1, 2025
