Establishes a crisis nursery facility pilot program in Bexar County to provide temporary care for children voluntarily placed by parents or guardians during family crises, stressful situations, or when escaping domestic violence

Requires the Health and Human Services Commission to establish licensing regulations for crisis nursery facilities and provide grants to eligible municipalities or nonprofit organizations in Bexar County to create these facilities

Limits children's stays to a maximum of 72 consecutive hours and requires facilities to connect families with additional services designed to prevent future crises

Mandates regulations covering child safety requirements including food preparation, sleeping arrangements, staff-to-child ratios, background checks for employees, and regular facility inspections

Requires a report to the governor and legislature by October 1, 2028 evaluating the program's effectiveness with recommendations on whether to continue, expand, or terminate; the program expires September 1, 2029
