Requires the Texas Department of Transportation (TxDOT) to notify legislators within 10 days when a major road project in their county is selected for funding and 10 days before project completion, removing the previous opt-in requirement for receiving notices

Expands the unified transportation program requirements to identify and prioritize transportation projects that maintain or improve state infrastructure, in addition to existing requirements for target funding levels and project listings

Directs TxDOT to develop plans, conduct environmental reviews, and propose designs for 19 specific transportation projects across multiple Texas counties, including road reconstructions, bridge constructions, highway expansions, and interchange projects

Mandates construction of specified projects in San Antonio, Cameron County, Dallas County, Denton County, Harris County, Martin County, Midland County, Williamson County, and along State Highway 57 between Eagle Pass and Interstate 35

Requires TxDOT to ensure sufficient maintenance of state highway routes between Eagle Pass and Laredo, including Farm-to-Market Roads 1021 and 1472
