Creates new criminal offense of "continuous manufacture or delivery of a controlled substance" for persons who engage in drug manufacturing or delivery offenses two or more times within a 12-month period

Classifies the offense as a third-degree felony

Allows jury members to convict without unanimously agreeing on the specific conduct, exact dates, or counties where each instance occurred, as long as they unanimously agree the defendant committed qualifying offenses at least twice within 12 months

Prohibits defendants from being convicted of both this continuous offense and separate charges for the same underlying conduct in the same criminal action, with limited exceptions for alternative charges or lesser included offenses

Applies only to offenses committed on or after September 1, 2025
