Authorizes the Health and Human Services Commission to extend by one year the period during which The Center for Health Care Services (Bexar County's mental health/mental retardation services board) may fail to use specified properties before ownership automatically reverts to the state

Requires the Center to report to the Commission at least once every three months on property usage as consideration for the extension

Clarifies that construction, renovation, repair, or maintenance undertaken to facilitate community-based mental health or mental retardation services qualifies as proper use of the property

Applies to three specific Bexar County properties: a 1.277-acre tract at 8155/8165 Lone Shadow Trail in Converse, lots at 7622 Linkside Drive in Leon Valley, and a lot at 2927 Eisenhauer Road in San Antonio

Takes effect immediately upon two-thirds vote of both legislative chambers, or September 1, 2025, otherwise
