Mandates annual reports to the governor, lieutenant governor, and legislature detailing number of grants awarded, geographic distribution, impact on officer retention, testimonials, and program enhancement recommendations

Creates a governor-appointed advisory committee consisting of representatives from rural law enforcement agencies, child-care policy experts, Texas Commission on Law Enforcement, rural community members, and a law enforcement family advocacy organization, with rules to be adopted by June 1, 2026
