Authorizes amusement parks, live music venues, concert halls, sports venues, and indoor/outdoor stadiums to adopt policies for maintaining and administering opioid antagonists (such as naloxone) to individuals experiencing suspected opioid overdoses on their premises

Requires entities that adopt such policies to have at least one trained employee or volunteer present during all operating hours, maintain records of training completed, and store opioid antagonists securely while keeping them accessible to authorized personnel

Mandates annual training for authorized employees and volunteers covering signs of opioid overdose, proper dosages for adults and children, administration procedures, post-administration emergency protocols, and disposal of used or expired opioid antagonists

Directs the executive commissioner to adopt rules establishing required quantities and dosages of opioid antagonists, inventory verification processes, and training requirements for each covered entity

Provides broad civil, criminal, and disciplinary immunity for entities, employees, volunteers, and other persons who act or fail to act in good faith under this section, and explicitly states the law does not create any new standard of care or cause of action
