Establishes that the base value for calculating the spending limit on "consolidated general revenue appropriations" must be the amount finally authorized in the general appropriation act from the previous fiscal biennium

Modifies how the Legislative Budget Board calculates the limit on growth of appropriations from non-dedicated state tax revenues by comparing to previous appropriations from the prior biennium rather than estimated spending

Requires the spending growth limit for consolidated general revenue appropriations to be calculated based on estimated average biennial rates of population growth and monetary inflation

Applies to appropriations made for the state fiscal biennium beginning September 1, 2025, and all subsequent biennia

Takes effect September 1, 2025
