Establishes a child protective services prevention grant program administered by the Health and Human Services Commission to fund community-based nonprofit organizations working to prevent child abuse and neglect

Targets grants to areas of need no larger than one square mile within the five Texas counties with the highest per capita rates of child abuse and neglect

Requires grant applicants to be Texas-headquartered nonprofits with data-sharing agreements with state agencies, authorization to serve foster children, and demonstrated municipal or county support

Mandates grantees use accepted statistical methods and psychological assessments to measure program effectiveness and submit annual reports to HHSC on outcomes and best practices

Allocates a minimum of $10 million per fiscal biennium for the grant program, with rules to be adopted by January 1, 2026, and an effective date of September 1, 2025
