Establishes a two-tier certification system: a "conditional prescription certificate" requiring supervision by a physician or certified psychologist for at least two years, followed by an independent "prescription certificate" after completing peer review

Requires prescribing psychologists to complete at least 80 hours of supervised clinical assessment practicum and 400 hours treating mental disorders with psychotropic medication in at least 100 patients before initial certification

Mandates that prescribing psychologists notify patients' primary care practitioners within 72 hours of issuing or changing psychotropic medication prescriptions and maintain professional liability coverage

Creates a six-member Advisory Committee on Prescriptive Authority to make recommendations on eligibility requirements, standards of practice, continuing education, and complaint procedures for prescribing psychologists
