Creates a private cause of action allowing aggrieved end users to sue for bad faith patent infringement claims under the Texas Deceptive Trade Practices Act (Section 17.952 violations)

Expands the definition of "consumer" for these actions to include business consumers with $25 million or more in assets, or those owned/controlled by entities with $25 million or more in assets

Requires courts to order a bond when an end user demonstrates a reasonable likelihood that a person made a bad faith patent infringement assertion, with the bond amount based on estimated litigation costs

Caps the required bond at $500,000

Allows courts to waive the bond requirement if the person has sufficient available assets or for other good cause shown
