Prohibits school districts and open-enrollment charter schools from providing meals containing 13 specific food additives, including brominated vegetable oil (BVO), potassium bromate, propylparaben, azodicarbonamide, butylated hydroxyanisole (BHA), and titanium dioxide

Bans seven synthetic food dyes from school meals: red dye 3, blue 1, blue 2, green 3, red 40, yellow 5, and yellow 6, each identified by specific CAS numbers

Extends the prohibition to any additive that is "substantially similar" to the banned synthetic dyes

Applies to both public school districts and open-enrollment charter schools beginning with the 2026-2027 school year

Takes effect immediately with a two-thirds vote of both legislative chambers, otherwise takes effect September 1, 2025
