Expands regulation of on-site sewage disposal systems to include pumping activities, and requires anyone who constructs, installs, alters, services, maintains, pumps, repairs, or accesses these systems to hold a state license or registration (removing the previous "for compensation" limitation)

Increases the on-site wastewater treatment permit application fee from $10 to $30, and raises the maximum administrative penalty for violations by single-family homeowners who self-maintain their systems from $100 to $500

Restricts individual owner self-installation and repair of disposal systems to only the owner's primary residence, and removes mandatory maintenance contract requirements for aerobic treatment systems at owner-occupied single-family primary residences

Requires surface spray disposal systems under maintenance contracts to include disinfection services with specific inspection and maintenance requirements for bleach, tablet, or UV light disinfection devices

Retains commission authority over permitting systems producing over 1,500 gallons per day unless the authorized agent demonstrates minimum qualification standards, and eliminates performance bond requirements previously required in counties with population over 2.8 million
