Requires each school district and open-enrollment charter school to adopt a safe drinking water plan by January 1, 2027, including provisions for periodic lead testing, reducing lead exposure, maintaining test records, and notifying parents and employees of test results

Mandates that water sources testing above 15 parts per billion of lead must be immediately restricted, with access prohibited until mitigation efforts reduce lead levels below that threshold

Directs the Texas Commission on Environmental Quality (TCEQ) to adopt rules by January 1, 2027 establishing standards for lead sampling and testing in public school water sources, in accordance with federal regulations (40 C.F.R. Part 141)

Requires public drinking water supply systems serving schools to designate an employee contact, coordinate testing with schools, maintain records of water source locations and test results, and submit records to TCEQ and the schools

Authorizes TCEQ to develop a grant program, contingent on available state or federal funds, to reimburse water systems for lead testing, mitigation efforts including filtration installation, and replacement of affected fixtures or pipes
