Removes facsimile (fax) as an approved delivery method for filing instruments submitted to the secretary of state, while allowing delivery in person, by mail, courier, electronic transmission, or other methods approved by the secretary of state

Increases the maximum fee the secretary of state may charge for expedited services from the previous caps ($10-$25 depending on service type) to a uniform cap of $5,000 for all expedited handling, filing, and record access services

Expands expedited service fee authority to cover filings under Chapter 4 of the Business Organizations Code and explicitly includes profit/nonprofit corporations, professional associations, cooperative associations, partnerships, and limited liability companies

Grants the secretary of state discretion to decline expedited service requests and requires refunds to be issued if expedited service is declined or not provided

Defines "expedited" as handling or filing documents in a shorter than usual time frame agreed upon by the requester and secretary of state, including processing in less than one business day

New expedited fee provisions apply to requests made on or after January 1, 2026; filing instrument delivery method changes apply to instruments delivered after the effective date
