Requires chief appraisers to publish notice of budget public hearings at least 10 days before the hearing in a newspaper AND either on the appraisal district's website homepage, the county's website (if the district lacks one), or on official social media pages

Mandates that newspaper notices be at least one-quarter page in size and prohibits placement in legal notices or classified advertisement sections

Requires notice of any location change for a public hearing to be published at least 5 days before the hearing date using the same notification methods

Allows appraisal districts in counties with populations under 20,000 to publish required notices solely in an online newspaper, with preference for online newspapers owned or operated by print newspapers

Takes effect immediately upon two-thirds vote of both legislative chambers, otherwise becomes effective September 1, 2025
