Creates a seven-member Oversight Advisory Council on Foster Care Placement to advise the Department of Family and Protective Services and review complaints regarding foster care placement of children in state conservatorship

Governor appoints five members (one religious organization representative, one law enforcement representative, one foster care parent, and two foster care community representatives), lieutenant governor appoints one member, and speaker of the house appoints one member

Members serve staggered four-year terms without compensation or travel expense reimbursement, and the council must meet at least twice annually

Council must review the foster care placement system and complaints, with the department and Health and Human Services Commission required to provide relevant information and testimony

Council must submit a biennial report by December 1 of each even-numbered year to the legislature, department, and HHS Commission summarizing findings and providing legislative recommendations
