Requires the Texas Windstorm Insurance Association (TWIA) board of directors to hold meetings for establishing probable maximum loss and annual rate setting in-person at a location within a first tier coastal county

Mandates that board member votes on probable maximum loss or annual rate filing adoption only count if cast in person at the meeting (no remote voting allowed for these specific decisions)

Amends Section 2210.105 of the Insurance Code by adding new subsections (h) and (i)

Takes effect immediately if passed by two-thirds vote of both legislative chambers; otherwise takes effect September 1, 2025
