Amends Section 51.3525 of the Education Code to clarify that state auditor compliance audits of higher education institutions specifically cover "funds appropriated by the Legislature for the fiscal year" rather than the broader term "state money"

Requires the state auditor to conduct periodic compliance audits of each institution of higher education at least once every four years to determine violations in use of appropriated funds

Institutions found in violation must cure the violation within 180 days of the determination

Institutions that fail to cure violations within the 180-day period become ineligible to receive formula funding increases, institutional enhancements, or exceptional items during the next state fiscal biennium

Takes effect immediately with two-thirds vote of both legislative chambers, otherwise takes effect September 1, 2025
