Requires electric cooperatives to provide nondiscriminatory access to certificated telecommunications and cable providers for placing facilities in rights-of-way, attaching equipment to distribution poles (34.5 kilovolts or lower), and accessing related buildings

Prohibits electric cooperatives from charging pole attachment rates or make-ready costs that exceed amounts set by the Public Utility Commission of Texas or agreed to in contracts with providers

Directs the Public Utility Commission of Texas to establish a schedule of pole attachment rates, costs, and fees that cannot exceed what would be permitted under Federal Communications Commission rules (47 U.S.C. Section 224)

Grants the Public Utility Commission authority to open contested case proceedings to determine compliance and enforce the chapter, overriding existing limitations on the commission's jurisdiction over electric cooperatives under Section 41.004

Takes effect September 1, 2025, with provisions specifying this chapter prevails in case of conflict with other laws
