Expands eligibility for defense community grants under Section 436.201 of the Government Code to include municipally owned utilities that operate as retail public utilities in defense communities

Municipally owned utilities must meet the definitions established in Section 13.002 of the Water Code to qualify for grant eligibility

Existing eligible entities remain unchanged, including municipalities, counties, regional planning commissions, public junior college districts, Texas State Technical College System campuses, defense base development authorities, and political subdivisions with defense base development authority powers

Effective date is September 1, 2025
