Authorizes emergency services districts that are licensed as or contract with emergency medical services providers or first responder organizations to provide preventive health care services

Defines "preventive health care services" as out-of-hospital routine health care including immunizations, screenings, checkups, and patient counseling to prevent illness, disease, or other health problems

Allows districts to provide these services to reduce reliance on 9-1-1 transports and emergency systems for routine health care needs

Requires districts in counties with populations under 60,000 to obtain approval from the county commissioners court before providing preventive health care services

Takes effect immediately if passed by two-thirds vote of both legislative chambers, otherwise takes effect September 1, 2025
