Amends Section 153.002 of the Texas Family Code to explicitly state that the "best interest of the child" standard applies to suits affecting the parent-child relationship filed by governmental entities under Subtitle E (child protective services cases)

Clarifies that courts must make the child's best interest the primary consideration when determining conservatorship, possession, and access in government-initiated cases, not just private custody disputes

States the amendment is intended only to clarify existing law rather than create new legal requirements

Takes effect September 1, 2025
