Exempts scholarships and grants awarded by public institutions of higher education from certain requirements under Section 51.3525 of the Education Code when those awards are funded entirely by private sources

Applies specifically to scholarships or grants paid for only with money or endowments received from private donors, not public funds

Takes effect immediately if passed by two-thirds vote of both legislative chambers; otherwise takes effect September 1, 2025
