Creates Montgomery County Water Control and Improvement District No. 7 in Texas, encompassing approximately 480.79 acres across multiple surveys in Montgomery County

Grants the district authority to manage water control functions including waste collection/disposal, stormwater control, and road projects (construction, maintenance of paved roads and storm drainage)

Establishes a five-member board of directors with temporary directors appointed by the Texas Commission on Environmental Quality, serving until permanent directors are elected or four years from the Act's effective date

Authorizes the district to issue bonds, impose ad valorem taxes (with voter approval), and levy operation and maintenance taxes; road project bonds require two-thirds voter approval and cannot exceed one-fourth of assessed real property value

Limits eminent domain power to within district boundaries only (cannot be used outside boundaries for recreational facilities or road projects); if the Act fails to receive two-thirds legislative vote, the district receives no eminent domain power at all
