Requires the Texas Department of Public Safety to accept specific immigration documents as proof of lawful U.S. presence for driver's license issuance or renewal

Acceptable documents include immigration documentation with alien or I-94 numbers, including Form I-797 showing pending I-485 applications, adjustment/extension/change of status applications, or pending nonimmigrant worker petitions

Employment authorization documents must be accepted as valid proof of lawful presence

Valid immigrant visas presented within one year of endorsement combined with an unexpired foreign passport must be accepted

Changes apply only to driver's licenses issued or renewed on or after January 1, 2026, with the act taking effect September 1, 2025
