Creates Fort Bend County Municipal Utility District No. 286, a municipal utility district under the Texas Constitution covering approximately 177 acres in Fort Bend County near the City of Rosenberg

Grants the district authority to issue bonds, impose ad valorem taxes without rate limits, and levy assessments and fees to fund water, drainage, road projects, and other utility infrastructure

Requires City of Rosenberg consent by ordinance or resolution and execution of a development agreement between the district, city, and majority property owners before any confirmation election or bond issuance can occur

Establishes a five-member temporary board of directors (Mark Arce, Houyshar Moarefi, Neil Aussenberg, Russell Chun, and Kelsey Olsen) to serve until permanent directors are elected or four years from the effective date

Grants limited eminent domain power if the Act receives a two-thirds legislative vote; otherwise the district may not exercise eminent domain authority
