Creates the Fenske Road Municipal Utility District of Harris County as a municipal utility district under the Texas Constitution, covering approximately 33.76 acres in the Jacob Duckworth Survey

Establishes a five-member board of directors with named temporary directors (McCay Dickson, Joseph Taylor, Michael Foreman, Alex Brown, and Monica Bueso) who serve until permanent directors are elected or four years from the effective date

Grants the district authority to design, construct, finance, and maintain roads, storm drainage, and related improvements, with bonds for road projects limited to one-fourth of assessed property value and requiring two-thirds voter approval

Authorizes the district to issue bonds and impose ad valorem taxes, operation and maintenance taxes, and contract taxes, with voter approval required for tax-backed bonds

Grants limited eminent domain power only if the Act receives a two-thirds vote of both legislative chambers; otherwise, the district may not exercise eminent domain authority
