Establishes eligibility requirements for Johnson County Special Utility District director candidates, requiring them to be qualified voters, retail water or sewer service customers of the district, and owners of land receiving district services (or beneficial interest holders in trusts owning such land)

Grants the district authority to issue bonds under Chapter 1371 of the Government Code, giving it the rights, powers, duties, and obligations of an issuer

Exempts the district from Sections 49.181 and 49.182 of the Water Code, which typically govern certain bond-related requirements for water districts

Removes a previous limitation (Section 7216.102) on the district's powers, allowing it to exercise the full powers of a special utility district under state law

Takes effect immediately upon receiving two-thirds vote from both legislative chambers, otherwise effective September 1, 2025
